DECISION APPROVING THE INVESTMENT POLICY FOR THE PROJECT TO CONSTRUCT THE COASTAL ROAD SECTION HOANG HOA – SAM SON AND THE SECTION QUANG XUONG – TINH GIA IN THANH HOA PROVINCE IN THE PUBLIC PRIVATE PARTNERSHIP [PPP] FORM AND BUILD-OPERATE-TRANSFER [BOT] CONTRACT

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government dated 19 June 2015;

Pursuant to the Law on Public Investment dated 18 June 2014;

Pursuant to Decree 136/2015/ND-CP of the Government dated 31 December 2015 guiding implementation of the Law on Public Investment;

Pursuant to Decree 63/2018/ND-CP of the Government dated 4 May 2018 regulating the public private partnership [PPP] investment form;

Having considered the proposal of the People's Committee of Thanh Hoa Province (in Submission 178/TTr-UBND dated 2 October 2019 and in Official Letters 16006/UBND-THKH dated 21 November 2019 and 2692/UBND-THKH dated 9 March 2020) regarding approval of the investment policy for the above Project; the results of an appraisal of capital sources and ability of the Project to balance capital (Official Letter 6745/BC- BKHDT of the Ministry of Planning and Investment [MPI] dated 18 September 2019); the Opinion of MPI (in Official Letters 8272 dated 16 November 2019 and 2494 dated 16 April 2020), and of the Ministry of Finance (in Official Letter 13825/BTC-DT dated 14 November 2019) on the investment policy for the above-named Project,

Decides

Article 1

To approve the investment policy for the project to construct the coastal road section Hoang Hoa – Sam Son and the section Quang Xuong – Tinh Gia in Thanh Hoa province in the Public Private Partnership [PPP] form and Build-Operate-Transfer [BOT] Contract ("the Project") with the following main contents:

1 Name of the project: Construction of coastal road section Hoang Hoa – Sam Son and the section Quang Xuong – Tinh Gia in Thanh Hoa province in the PPP form and BOT contract.
