Below is a list of key approvals and contracts required for a wind farm project in Vietnam (the Project):

• Permission by provincial People’s Committee for the Project to carry out wind measurement;
• Report on wind measurement result to the provincial People’s Committee;
• Approval of the Pre-Feasibility Study of the Project;
• Approval of the basic design part of the Feasibility Study of the Project;
• In-principle Approval of the Project under the Investment Law 2014;
• Investment Registration Certificate of the Project under the Investment Law 2014;
• Signing of Grid Connection Agreement (Thỏa Thuận Đấu Nối), (2) SCADA/EMS Agreement, (3) Agreement on the protection and automatic relay system, and (4) Power Purchase Agreement with EVN or its subsidiaries;
• Signing of an Escrow Deposit Agreement with the provincial People’s Committee in accordance with the Investment Law 2014;
• Approval of the height of the proposed construction works of the Project;
• Approval of the Fire Fighting and Prevention Design of the Project;
• Approval of the Project’s Environmental Impact Assessment Report;
• Construction permit for the Project;
• Land Lease Decision, Land Lease Agreement and Land Use Right Certificate for all of the Project’s land;
• Approval for road transportation of super heavy and super tall structures;
• Issuance of the Electricity Generation Permit for the Project;
• Acceptance minutes approving the satisfaction to the Fire Fighting and Prevention Design of the Project; 
• The acceptance result on completion of construction for putting the Project into operation;
• Approvals/registrations (if required) in relation to environmental issues, including (i) registration on generation of hazardous waste; (ii) permit for discharging waste water; (iii) permit for exploiting and using surface water; (iv) permit for exploiting and using underground water; and (v) registration on use of dangerous chemicals (if any); and

• The Certificate of completion of environmental protection works of the Project.

Dưới đây là danh sách các phê duyệt và hợp đồng chính cần thiết cho một dự án điện gió ở Việt Nam (Dự Án):

·         Giấy phép của Ủy ban nhân dân tỉnh cho Dự Án để thực hiện đo gió;

·         Báo cáo kết quả đo gió cho Ủy ban nhân dân tỉnh;

·         Phê duyệt Nghiên Cứu Tiền Khả Thi của Dự Án;

·         Phê duyệt phần thiết kế cơ bản của Nghiên cứu khả thi của Dự án;

·         Chấp Thuận Chủ Trương cho Dự Án theo Luật Đầu Tư 2014;

·         Giấy Chứng Nhận Đăng Ký Đầu Tư của Dự án theo Luật Đầu Tư 2014;

·         Ký Thỏa Thuận Đấu Nối, (2) Thỏa Thuận SCADA/EMS, (3) Thỏa thuận về hệ thống bảo vệ và chuyển tiếp tự động, và (4) Thỏa Thuận Mua Điện với EVN hoặc các công ty con của EVN;

·         Ký Thỏa Thuận Ký Quỹ Ký Quỹ với Ủy Ban Nhân Dân tỉnh theo Luật Đầu Tư 2014;

·         Chấp thuận về chiều cao công trình xây dựng dự kiến của Dự Án;

·         Chấp thuận Thiết Kế Phòng Cháy Và Chữa Cháy của Dự Án;

·         Phê Duyệt Báo Cáo Đánh Giá Tác Động Môi Trường của Dự Án;

·         Giấy phép xây dựng cho Dự Án;

·         Quyết định Cho Thuê Đất, Hợp Đồng Thuê Đất và Giấy Chứng Nhận Quyền Sử Dụng Đất đối với tất cả đất của Dự Án;

·         Chấp thuận về cho phép vận chuyển đường bộ các cấu trúc quá khổ và quá tải;

·         Cấp Giấy Phép Phát Điện cho Dự Án;

·         Biên bản nghiệm thu chấp thuận việc đáp ứng Thiết Kế Phòng Cháy Và Chữa Cháy của Dự Án; 

·         Kết quả nghiệm thu khi hoàn thành xây dựng để đưa Dự Án vào hoạt động;

·         Phê duyệt/đăng ký (nếu cần) liên quan đến các vấn đề môi trường, bao gồm (i) đăng ký phát sinh chất thải nguy hại; (ii) giấy phép xả nước thải; (iii) giấy phép khai thác và sử dụng nước mặt; (iv) giấy phép khai thác và sử dụng nước ngầm; và (v) đăng ký sử dụng chất nguy hại (nếu có); và

·         Giấy chứng nhận hoàn thành công trình bảo vệ môi trường của Dự Án.
