From 29 September 2018, under Decree 131/2018, the Government decides to transfer the management of 19 larges State-owned enterprises (SOEs) from various Ministries to the Commission for the Management of State Capital at Enterprises (CMSC). Brief details of each SOE are provided below.

Under Decree 131/2018, the transfer is effective immediately, and all prior management authorities are required to hand over to the CMSC the relevant documents and information about these SOEs by 15 November 2018. CMSC is a government authority and is not a State-owned enterprise itself. Therefore, CMSC cannot be “equitised” like an SOE.

Theo Nghị Định 131/2018, việc chuyển giao có hiệu lực ngay lập tức và tất cả các cơ quan quản lý trước đây đều phải bàn giao cho UBQLV các tài liệu và thông tin liên quan về các DNNN này trước ngày 15 tháng 11 năm 2018. UBQLV là một cơ quan chính phủ và không phải là một doanh nghiệp nhà nước. Do đó, UBQLV không thể được “cổ phần hóa” như một DNNN.
