On August 20, 2018, the Ministry of Industry and Trade issued Circular No. 21/2018/TT-BCT (“Circular 21) which amended Circular No. 47/2014/TT-BCT (“Circular 47”) regarding the management of eCommerce websites, and Circular No. 59/2015/TT-BCT regarding the management of eCommerce activities on mobile devices.

Circular 21 repealed article 8 and article 21 from Circular 47 regarding the entities which are required to be notified for e-commerce websites. In addition, according to Circular 21, it is compulsory for entrepreneurs and organizations to register their e-commerce websites if they provide the following services: e-commerce platform services, online promotion services, and online auction services. The notifying documents for e-commerce websites shall be summited to the "Vietnam eCommerce and Digital Economy Agency " instead of the “Vietnam eCommerce and Information Technology” agency as had been stated in Circular 47. Circular 21 also makes it compulsory for owners of online trading mobile applications to notify, including entrepreneurs, organizations, and individuals who are granted the personal tax code.

Circular 21 came into force on the 18th of October  2018.
