Article 9.2 was amended by Decision 206 dated 11 July 2000 to "The exchange rate between other convertible foreign currencies (other than USD) and VND shall be decided by the General Director (Director) of credit institution members." Replaced by Circular 02-2012-TT-NHNN dated 27 February 2012, and also repealed by Circular 15-201
